Add public restrooms on the VMA/Smart Station side of campus.
Consider installation of artificial turf at fairgrounds (yes, there are the downsides, but think of the upsides- no dustbowl during the fair (!), summer camps and sports organizations able to use the turf safely, year-round greenery, and so on).
