How can more office space (private and government, new, leased and existing) be located near SMART train stations or transit hubs in Marin County, or can the County provide transit shuttles or free downtown buses in San Rafael or Novato, as one solution to traffic congestion on Highway 101 and other nearby corridors in the morning?
