Partner with major local employers (e.g., Marin County, Kaiser Permanente, San Rafael City Schools) to build housing exclusively restricted to households earning between 60% and 120% of Area Median Income (AMI). Continue updating the downtown San Rafael Carnegie Library and protect community parks by requiring that new housing starts include open space and access to community rooms where new housing is built. Add more rental space at County and State Parks as part of the offering for large group gatherings instead of dumping these in neighborhood parks. Streamline Commercial Permitting for "Solopreneurs": Lower the regulatory and financial barriers for home-based businesses or micro-retailers looking to open physical storefronts downtown.
