Build a new civic center in downtown San Rafael. Move that workforce to downtown, so it has an actual anchor of people that can allow businesses to grow long term, give reasons to invest in that area, build housing around it. Redevelop the existing building into a mixed use residential, retail, farmers market. I’ve lived in Marin since 2005 and downtown has been dead the entire time. There aren’t enough people day to day to support any actual redevelopment downtown. Time to evolve and stop wasting the economic impact all the county workers can provide, by having it out in the suburbs.
