Consistent rules on Open Space and MMWD lands. You can walk your dog off leash on Open Space fire roads, but as soon as you cross over into adjacent MMWD watershed you have to put them on a leash. And if you legally ride an e-bike on MMWD fire roads and then cross over onto adjacent Open Space fire roads you have to turn around, since e-bikes, all of them, are illegal in Open Space. These are just two examples of competing rules that make no sense.
