An easy improvement is to please end the 10 week shut down of the fiscal system for carry over project strings. This year Munis shut down from 6/12/2026 - 8/25/2026. No new Reqs/POS, contracts could be entered into Munis during this time. This means vendors could not be paid for work requested during this period (over $10k). County staff minimize this work disruption by saying that vendors can still be paid, but they cannot be paid for new work that occurs after July 1st nor anything requested after 6/12/2026. This is unprecendented for anyone who has worked anywhere else. No-one, (public, private, nonprofit) shuts down their financial system for 10 weeks. Please benchmark with another agency for efficiency. Money is also delayed for new projects. Stated availability is July 1st, but it takes months. Also, rolling out the DAP form as MUNIS reopened was disastrous this year. I had a vendor who did work in early July and was not paid until mid October due to DAP red tape.
