Build more higher rise apartments and condos close to town centers, shopping malls with supermarkets, and ferry terminals. If empty nest seniors had better, walkable options for downsizing in or near their hometowns, they could free up a lot of existing housing for families, some of which could become affordable if developers use lot splits and ADUs to replace older homes.
