For coastal towns sea level rise will become more rapid in the 2040's. After that it will force us to move uphill, along with SR1 and utilities. Hundreds of feet. County staff has not planned for this most important challenge.
SLR will continue for hundreds of years, even if global greenhouse gas emissions are reduced or stopped. Ocean outgassing adds a few hundred years of delayed gases. More hundreds of feet.
We should start planning for a wrenching retreat process now. Some towns will die out. Some could move uphill (Marshall, PRS, Inverness, Olema, Bolinas) while some probably have no ag lands to move onto (Stinson, Muir Beach).
This will be much easier if planned in advance. We'll need some form of public acquisition of uphill lands, planning for occupancy and utilities, parceling, and transfer of development rights. Smaller versions of this have succeeded in the US. It's a new type of redevelopment.
