Halt all city and county so-called traffic-safety improvement projects (e.g. roundabouts, traffic lane removals, dedicated bike lanes and tunnels) and devote resources to flood protection immediately. The county and cities are going to lose a large portion of their tax base when properties get flooded and reassessed at lower values. Other ideas presented on this website will have a lesser chance of coming to fruition.
