Regrade Highway 1 at Manzanita to it's original grade. The roadbed has sunk 18" over the last 30 years because it was built on marshland. It would not flood if regraded to its former height. This needs to be done without further delay. The Richardson bridge was built on bedrock and its foundations are well above grade now. The problem couldn't be more obvious!
